Ventura County proudly presents the Blue Envelope Program. This compassionate initiative was created to foster greater understanding and safer interactions between law enforcement and community members with cognitive, developmental, or mental health conditions such as autism spectrum disorder, dementia, anxiety, or other conditions that may require special considerations.
This program provides a simple but powerful tool, a Blue Envelope that contains important information to help officers recognize and respectfully respond to the unique needs of the individual during a traffic stop or any other interaction.
Through this collaborative effort, we aim to build trust, awareness, and effective communication-ensuring that every encounter is approached with dignity, respect, and care.
The Blue Envelop Program is a combined effort involving all Ventura County Law Enforcement Agencies.
The Blue Envelope Program is completely voluntary. There is no need for any type of registration. There is no need for any type of registration. None of the participating law enforcement agencies keep any personal identifying information on anyone choosing to participate.
